RE: INITIATION OF COUNTERVAILING DUTY INVESTIGATIONS:
CIRCULAR WELDED NON-ALLOY STEEL PIPE FROM
BRAZIL (C-351-810) VENEZUELA (C-307-806)
1. The Department of Commerce published in the Federal Register on
October 21, 1991, its initiation of countervailing duty
investigations of circular welded non-alloy steel pipe ("standard
pipe") from Brazil and Venezuela.
2. The merchandise subject to these investigations is circular welded
non-alloy steel pipe and tubes, of circular cross-section, not more
than 406.4mm (16 inches) in outside diameter, regardless of wall
thickness, surface finish (black, galvanized, or painted), or end
finish (plain end, bevelled end, threaded, or threaded and coupled).
These pipes and tubes are generally known as standard pipe, though
they may also be called structural or mechanical tubing in certain
applications.
Standard pipes and tubes are intended for the low
pressure conveyance of water, steam, natural gas, air, and other
liquids and gases in plumbing and heating systems, air conditioning
units, automatic sprinkler systems, and other related uses.
Standard
pipe may also be used for light-load bearing and mechanical
applications, such as for fence tubing.
Imports of these products from Brazil and Venezuela are currently
classifiable under the following Harmonized Tariff Schedule (HTS)
subheadings:
7306.30.10 and 7306.30.50.
Although the HTS
subheadings are provided for convenience and customs purposes, our
written discription of the scope of these investigations is
dispositive.
3. For further reporting purposes, thses cases have been assigned
investigation numbers C-351-810 (Brazil) and C-307-806 (Venezuela).
4. Liquidation of entries is not to be suspended without specific
instructions.
