On 10/25/2016, the U.S. Court of International Trade issued a preliminary injunction (PI) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on heavy walled rectangular welded carbon steel pipes and tubes from the Republic of Korea (A-580-880) for the period 03/01/2016 through 08/31/2017.
This PI was issued in connection with court number 16-00201.

This PI enjoins liquidation of entries of subject merchandise which were produced and/or exported by Dong-A Steel Company, are subject to the final determination (81 FR 47347, July 21, 2016), and antidumping duty order (81 FR 62865, September 13, 2016), and entered or withdrawn from warehouse, for consumption, on or after March 1, 2016 up to and including August 31, 2017 (excluding any entries entered or withdrawn from warehouse for consumption between August 28, 2016 and September 11, 2016, the statutory gap period.

Effective 10/25/2016 (the date the Court issued the PI), no liquidation may be made for entries referred to in paragraph 2).
Any such entries that are set for liquidation must be unset immediately.
Continue to suspend liquidation of these entries until liquidation instructions are issued.

Effective immediately, CBP is instructed to follow the terms of the PI.

Liquidation instructions for entries affected by this PI have not yet been issued.
