Subject: Status Notifications related to ISFs matched to manifested Bills of Lading
The Security Filing, commonly known as the 10+2 initiative, is a Customs and Border Protection
(CBP) regulation that requires importers and vessel operating carriers to provide additional advance trade data to CBP.
Upon the submission of an Importer Security Filing (ISF), CBP attempts to match the House or Regular Bills of Lading provided therein against those submitted in a Manifest filing. Similarly, upon the submission of a Manifest filing, CBP attempts to match the House or Regular Bills of Lading therein against those submitted in Importer Security Filings. This match does not occur for Master Bills of Lading.
When the first successful match occurs, CBP will transmit a status notification message to the issuer of the Bill of Lading (carrier or NVOCC) and all secondary notify parties. The status notification message will be transmitted in CAMIR RC or X.12 350 format (based on the participants established communication syntax), and will contain new disposition code '3Z' and description 'SECURITY FILING ON FILE'. Subsequent matches of ISFs against that manifested Bill of Lading will not result in additional status notification messages containing the 3Z disposition code.
Conversely, if an ISF that was previously matched to a manifested Bill of Lading is deleted by the ISF filer, and there are no other ISFs matched to that Bill of lading, a status notification message will be sent containing new disposition code ‘3U’ and description ‘SECURITY FILING DELETED’. Should a subsequently filed ISF cite that Bill of Lading, a ‘3Z’ status notification will again be issued.
NOTE: These new disposition codes were created at the request of the trade and are for informational purposes only. The issuer of the bill of lading (carrier or NVOCC) will not be provided the actual security filing data elements. Further, the vessel operator, vessel operating carrier and NVOCC are not required by CBP to verify that a security filing has been filed against a bill of lading.
Status notification messages containing these two new disposition codes will be sent to Automated Manifest System filers beginning Wednesday Morning May, 27, 2009, at approximately 09:00 Eastern Daylight Time.
