RE: The tariff classification of glass reinforced epoxy sheet,
strip, angles, channels, tubes and cylinders from
Switzerland.
Dear Mr. LeClair:
In your letter dated September 26, 1996, on behalf of
Micafil Isoliertechnik AG, Switzerland, you requested a tariff
classification ruling.
The first group of products consists of laminates made of a
material identified as Vetresit, an epoxy resin reinforced with
glass fabric. The laminates will be imported in the form of
sheets and strips. In all cases the strips measure over 5 mm in
width.
The second group of products consists of laminates made of a
material identified as Vetrelam, an epoxy resin reinforced with
glass fabric and aromatic polyamide fibre paper. Some types
include electrical insulating foil reinforcement. The laminates
will be imported in the form of sheets, strips and channel
sections.
The third group of products consists of laminates made of a
material identified as Resolam, an epoxy resin reinforced with
several layers of aramide paper. The laminates will be imported
in the form of angle and channel sections.
The fourth group of products consists of fasteners, such as
bolts, screws and nuts, made of glass reinforced epoxy laminates.
The fifth product, identified as Romicaglas, is described as
an impregnable, flexible insulating material based on uncalcined
mica paper (muscovite) bonded to glass fabric.
The sixth group of products consists of tubes and cylinders
made from laminates of epoxy and glass fibers.
The applicable subheading for the sheets and strips of
Vetresit glass reinforced epoxy will be 3921.90.5050, Harmonized
Tariff Schedule of the United States (HTS), which provides for
other plates, sheets, film, foil and strip, of plastics, other,
other. The rate of duty will be 4.8 percent ad valorem.
The applicable subheading for the fasteners, such as bolts,
screws and nuts, made of glass reinforced epoxy, will be
3926.90.9890, HTS, which provides for other articles of plastics,
other. The rate of duty will be 5.3 percent ad valorem.
Your inquiry does not provide enough information for us to
give a classification ruling on the remaining items. Your
request for a classification ruling on the Vetrelam, Resolam and
Romicaglas materials should include sample pieces of the
laminated material. You should also include sample swatches of
each type of polyamide fibre paper reinforcement and the
insulating foil reinforcement. Identify the exact material or
metal comprising the insulating foil reinforcement.
Your request for a ruling on angle and channel sections
should indicate whether each section is in the form of a profile
shape, with the same cross-section throughout its length. You
must also indicate whether these sections have been further
worked, e.g., with drilled-in holes or attached end caps. Your
request for a ruling on the tubes and cylinders should indicate
their dimensions, their function, whether they conduct liquids or
gases, whether they are in material lengths, or whether they are
cut to size or otherwise processed to form finished products.
For any tubes and cylinders which are finished parts, your
request must include pictures or samples of the parts and
complete descriptive literature on both the part and the machine
or apparatus with which it will be used. Each request must be
limited to five articles of the same class or kind. You should
submit separate requests for the Resolam material, for the
Romicaglas material, and for the tubes and cylinders.
This ruling is being issued under the provisions of Part 177
of the Customs Regulations (19 C.F.R. 177).
A copy of the ruling or the control number indicated above
should be provided with the entry documents filed at the time
this merchandise is imported. If you have any questions
