RE: The tariff classification of Beading Needles and Beading Cords from Germany
Dear Mr. White:
In your letter dated July 20, 1994, you requested a tariff classification ruling.
The three items for which you request classifications are as follows: 1) beading needle (steel); 2) beading cord (nylon), with steel needle attached; and 3) beading cord (silk), with steel needle attached. Samples were submitted.
The beading needle is of steel. The item is used by the hobby and jewelry industry to string beads onto beading cord, giving the user the ability to use longer pieces of beading cord. This item cannot be used for sewing.
The beading cord is of nylon, is 6.5 feet long, has a steel needle attached, and is carded. The cord makes up 94 percent of the weight, and the needle 6 percent. The item is used by the hobby and jewelry industry to string beads. This item cannot be used for sewing.
The beading cord is of silk, is 6.5 feet long, has a steel needle attached, and is carded. The cord makes up 94 percent of the weight, and the needle 6 percent. The item is used by the hobby and jewelry industry to string beads. This item cannot be used for sewing.
The applicable subheading for the beading needle will be 7319.90.0000,
Harmonized Tariff Schedule of the United States (HTS), which provides for sewing needles, knitting needles, bodkins, crochet hooks, embroidery stilettos and similar articles. The rate of duty will be 5.8 percent ad valorem.
The applicable subheading for the nylon beading cord, with attached steel needle, will be 5609.00.3000, HTS, which provides for articles of yarn, strip or the like of heading 5404 or 5405, twine, cordage, rope or cables, not elsewhere specified or included...Of man-made fibers. The rate of duty will be 9 percent ad valorem.
The applicable subheading for the silk beading cord, with attached steel needle, will be 5609.00.4000, HTS, which provides for articles of yarn, strip or the like of heading 5404 or 5405, twine, cordage, rope or cables, not elsewhere specified or included...Other. The rate of duty will be 7.8 percent ad valorem.
This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).
A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported. If the documents have been filed without a copy, this ruling should be brought to the attention of the Customs officer handling the transaction.
