In your letter dated March 8, 1994, you requested a tariff classification ruling.

Your inquiry does not provide enough information for us to give a classification ruling on turpentine (gutierrezia sarothrae) and vervain (verbena officinalis), under the HTS. Your request for a classification ruling for turpentine should include a sample, a flowchart of the manufacturing process, purity of the product and laboratory analysis of the components present in turpentine. Is product produced from wood stumps or from distillation of fresh oleoresins exuded from living pine trees? Your request for a classification ruling for vervain oil should include a sample, laboratory analysis of vervain, and other names for vervain oil. Is vervain a pure, unadulterated essential oil? Is the product distilled or extracted?
This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).
A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported. If the documents have already been filed, this ruling should be brought to the attention of the Customs officer handling the transaction.
