RE: The tariff classification of pull dowel pins from China.
Dear Mr. Cacciato:
In your letter dated January 21, 1999, you requested a tariff classification ruling.
The subject items are described as pull dowel pins. They are made of alloy steel with the following percentages by weight: C 0.37-0.45%, Si 0.2-0.4%, Mn 0.5-0.8% and Cr 0.8-1.0%. The two submitted samples are internally threaded fasteners 1 1/4" and 2" in length, respectively. These pull dowel pins are intended for applications where precise locating of mating parts is essential, such as, for doweling hardened tool and machine components or to serve as stops, guides and load bearing pins, etc., where strength, shock or wear factors necessitate a hardened pin.
The applicable subheading for the pull dowel pins will be 7318.19.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for screws, bolts, nuts, coach screws, screw hooks, rivets, cotters, cotter pins, washers and similar articles, of iron or steel: threaded articles: other. The duty rate will be 5.7% ad valorem.
This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
