RE: The tariff classification of gloves from China.
Dear Ms. Meyers:
In your letter dated September 21, 1999, you requested a tariff classification ruling on behalf of Little’s Good Gloves Inc. The provided samples will be returned as per your request.
Two gloves were submitted for review. You have indicated that both styles will be available in sizes for men and women.
“The Gauntlet” style #170 for men and #270 for women, has an entire top portion down to the wrist constructed of goatskin leather. The glove has a gauntlet made of suede leather which measures approximately 9 inches long with a hemmed bottom. The glove also features a goatskin leather overlaid thumb seam and a backside textile wrist strap.
“The Work-Lite” style #160 for men and #240 for women, has a complete palmside, backside fingertips, and fourchettes constructed of goatskin leather. The remainder of the backside glove is made of a knitted 65% cotton 35% nylon fabric. The glove also features leather palm and thumb patches, an elasticized band wrist tightener which is secured by means of a leather tab hook and loop fabric closure, and a hook and clasp.
The applicable subheading for styles 170 and 160 will be 4203.29.3010, Harmonized Tariff Schedule of the United States (HTS), which provides for Articles of apparel and clothing accessories, of leather or of composition leather: gloves, mittens and mitts: other: other: other: men’s . . . not lined. The rate of duty will be 14 percent ad valorem.
The applicable subheading for styles 270 and 240 will be 4203.29.4000, HTS, which provides for Articles of apparel and clothing accessories, of leather or of composition leather: gloves, mittens and mitts: other: other: other: for other persons: not lined. The rate of duty will be 12.6 percent ad valorem.
This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
