RE: The tariff classification of steel pipe fittings from China and Indonesia.
Dear Mr. Saunders:
In your letter dated July 1, 2002 on behalf of Legend Valve & Fittings, you requested a tariff classification ruling. Representative samples of the products to be imported were submitted with your request.
The products to be imported are galvanized malleable cast iron compression couplings and alloy steel dielectric couplings. The compression couplings are manufactured in China and the dielectric couplings are manufactured in Indonesia.
The applicable subheading for the malleable cast iron compression couplings will be 7307.19.90, Harmonized Tariff Schedule of the United States (HTS), which provides for tube or pipe fittings (for example, couplings, elbows, sleeves), of iron or steel, cast fittings, other, other. The rate of duty will be 6.2 percent ad valorem.
The applicable subheading for the alloy steel dielectric couplings will be 7307.92.30, HTS, which provides for tube or pipe fittings (for example, couplings, elbows, sleeves), of iron or steel, other, threaded elbows, bends and sleeves, sleeves (couplings). The rate of duty will be 1.2 percent ad valorem.
Articles classifiable under subheading 7307.92.30, HTS, which are products of Indonesia may be entitled to duty free treatment under the Generalized system of Preferences (GSP) upon compliance with all applicable regulations. The GSP is subject to modification and periodic suspension, which may affect the status of your transaction at the time of entry for consumption or withdrawal from warehouse. To obtain current information on GSP, check the Customs Web site at www.customs.gov. At the Web site, click on “CEBB”, click on “Files”, click on “Search” and then enter a key word search for the term “T-GSP”.
This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
