RE: The tariff classification of a gun sling from China
Dear Mr. Parsons:
In your letter dated August 1, 2003, you requested a tariff classification ruling.
You are requesting the tariff classification on a product that is described as a gun sling or shoulder strap, designed specifically for attachment to a rifle or shotgun. There are two models under consideration: a wide oval design gun sling and a standard strap design gun sling. The standard strap design gun sling is composed of woven webbing at either end, woven polyester on the topside and non-slip rubber on the underside, sandwiching a layer of neoprene foam. The wide oval design gun sling is the same composition as the standard strap design with the exception of an inner layer of gel foam, instead of neoprene foam. The proper classification will be in Chapter 93 of the HTS as other accessories for rifles and shotguns. You have suggested 9305.29.5000 as the proper classification, however this HTS # applies only to parts and accessories for rifles. Your sample will be returned, as requested.
The applicable subheading for the gun sling (wide oval design and standard strap design) will be 9305.99.6000, Harmonized Tariff Schedule of the United States (HTS), which provides for parts and accessories of articles of headings 9301 to 9304: other: other. The rate of duty will be 2.9 % ad valorem.
This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
