RE: The tariff classification of a woman’s blouse from China
Dear Ms. Root:
In your letter dated December 14, 2007, you requested a classification ruling on behalf of Sugartown Worldwide, Inc. The sample will be returned to you as requested.
Style 67981 is a woman’s blouse constructed from 100 percent linen woven fabric. The blouse features a collar, a partial front opening, short sleeves, one chest pocket, a drawstring empire waist, side vents and a straight hemmed bottom.
The applicable subheading for the blouse will be 6206.90.0040, Harmonized Tariff Schedule of the United States (HTSUS), which provides for women’s or girls’ blouses, shirts and shirt-blouses: of other textile materials: other. The duty rate will be 6.7 percent ad valorem.

Style 67981 falls within textile category 840. With the exception of certain products of China, quota/visa requirements are no longer applicable for merchandise which is the product of World Trade Organization (WTO) member countries. The textile category number above applies to merchandise produced in non-WTO member-countries. Quota and visa requirements are the result of international agreements that are subject to frequent renegotiations and changes. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
