RE: The tariff classification of a washcloth from China
Dear Mr. Gugliotta:
In your letter dated June 27, 2008 you requested a classification ruling.
You will be importing an ear cleaning washcloth. Photos of the cloth, identified as “EarCloth”, were submitted with your request. The washcloth will be made from 100 percent cotton fabric. The fabric is of a flat woven construction. It will measure 10 inches square and all four edges will be hemmed. You indicate that the cloth assists with cleaning your external ear and immediate, visible ear canal.
The applicable subheading for the washcloth will be 6302.91.0060, Harmonized Tariff Schedule of the United States (HTSUS), which provides for bed linen, table linen, toilet linen and kitchen linen: other: of cotton… other: other. The duty rate will be 9.2 percent ad valorem.

The washcloth falls within textile category 369. With the exception of certain products of China, quota/visa requirements are no longer applicable for merchandise which is the product of World Trade Organization (WTO) member countries. Quota and visa requirements are the result of international agreements that are subject to frequent renegotiations and changes. To obtain the most current information on quota and visa requirements applicable to this merchandise, we suggest you check, close to the time of shipment, the “Textile Status Report for Absolute Quotas” which is available on our web site at www.cbp.gov. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
