RE: The tariff classification of a decorative ribbon, from China.
Dear Mr. Crago-Edwards:
In your letter dated March 1, 2010, you requested a tariff classification ruling.
The instant sample, identified as item #A072YA01975, consists of a woven ribbon which is composed of a 78% polyester/20% nylon/5% iron blend. It measures 2" in width and 3-yards in length and is put up on a cardboard spool. Additionally, the ribbon has wire running along its woven selvedges.
The applicable subheading for the ribbon will be 5806.32.1020, Harmonized Tariff Schedule of the United States (HTSUS), which provides for … other narrow woven fabrics, of man-made fibers, ribbons, …, of polyester, with woven selvedge, containing wire in the selvedge. The rate of duty will be 6 percent ad valorem.

The merchandise in question may be subject to antidumping duties or countervailing duties.
