RE: The tariff classification of bicycle handlebar grips from Taiwan and China
Dear Mr. Phillips,
In your letter dated July 29, 2010, you requested a tariff classification ruling.
The items under consideration have been identified as Bicycle Handlebar Grips made from Kraton( material. Bicycle Handlebar Grips slide onto the outer portion of a handlebar stem and prevent hands from slipping when gripping the handlebar. You state that the Grips come in a variety of colors and sizes (all made of Kraton) and that they weigh approximately 4.3 oz. each.
The applicable classification subheading for the Bicycle Handlebar Grips will be 8714.99.8000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “ … accessories of [bicycles]: Other: Other.” The rate of duty will be 10%.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
