RE: The tariff classification of plastic luggage tags from China
Dear Ms. Jewett:
In your letter dated January 10, 2011, you requested a tariff classification ruling.
Samples were provided with your letter. The luggage tags, identified as item #ST-LT6012, are composed of clear polyvinyl chloride (PVC) plastic sheeting. The luggage tags are packaged two to a retail package. Each luggage tag contains a removable paper card on which identifying information can be written. The luggage tags measure approximately 6 ½ inches by 3 ¼ inches. The tags have a plastic cord so that they can be tied to a piece of luggage. As you requested, the samples will be returned.
The applicable subheading for the plastic luggage tags will be 3926.90.9980, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of plastics, other. The rate of duty will be 5.3 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
