RE: The tariff classification of a helical spring lock washer and a clevis pin from China and Taiwan.

Dear Mr. Rose:

In your letter dated June 21, 2011, you requested a tariff classification ruling.

You have described the items as the following: 5/8” lock washer of galvanized steel 5/8” x 2 3/8” clevis pin of galvanized grade 5 steel Casting of galvanized 65-45-12 ductile iron with overmolded nylon 11 threading Casting of galvanized 65-45-12 ductile iron.

The applicable subheading for the helical spring lock washer will be 7318.21.0030, Harmonized Tariff Schedule of the United States (HTSUS), which provides for screws, bolts, nuts, coach screws, screw hooks, rivets, cotters, cotter pins, washers (including spring washers) and similar articles, of iron or steel: non-threaded articles: spring washers and other lock washers: helical spring lock washers. The duty rate will be 5.8% ad valorem.

The applicable subheading for the clevis pin will be 7318.29.0000, HTSUS, which provides for screws, bolts, nuts, coach screws, screw hooks, rivets, cotters, cotter pins, washers (including spring washers) and similar articles, of iron or steel: non-threaded articles: other. The duty rate will be 2.8% ad valorem.

The helical spring lock washers may be subject to antidumping duties or countervailing duties. Written decisions regarding the scope of AD/CVD orders are issued by the Import Administration in the Department of Commerce and are separate from tariff classification and origin rulings issued by Customs and Border Protection. Your inquiry does not provide enough information for us to give a classification ruling on the castings. The finished products seem to be a type of electrical insulator. Electrical insulators are devices designed to support, hold, or guide electrical current conductors while at the same time insulating them electrically from each other, the earth, etc. (i.e. suspension, rigid, bell, cone, pulley insulators). Your request for a classification ruling should include the following:

Is the finished product used to support, hold, or guide an electrical conductor? Does the finished product incorporate any electrical insulating properties? If so which component provides the electrical insulating property? What is the maximum electrical insulating rating for these items?

If the finished product is not designed to support, hold or guide electrical conductors, what types of devices does the finished unit support? Please list the various devices for each model of support.

Do the “parts” concerned, incorporate any electrical insulating properties? If so please state the name of the component that imparts the insulating property. Please state the name of the insulating material (i.e glass, rubber, etc).

When this information is available, you may wish to consider resubmission of your request. We are returning any related samples, exhibits, etc. If you decide to resubmit your request, please include all of the material that we have returned to you.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
