RE: The tariff classification of a flanged twelve point screw and nut from China.
Dear Mr. Hasson:
In your letter dated July 1, 2011, on behalf of Mechco Products Group, Inc., you requested a tariff classification ruling.
You submitted two samples for review. Item C1A3B is described as a flanged twelve-point, external wrenching screw made of steel. It measures 1ΒΌ - 8 x 6 and is threaded slightly more than half its length. Item C2A3T1 is described as a twelve-point double hex lock nut made of steel. The nut fits onto the flanged twelve-point screw.
The applicable subheading for the screw (C1A3B) and nut (C2A3T1) imported together as well as the screw imported separately will be 7318.15.8085, Harmonized Tariff Schedule of the United States (HTSUS), which provides for screws, bolts, nuts, coach screws, screw hooks, rivets, cotters, cotter pins, washers (including spring washers) and similar articles, of iron or steel: threaded articles: other screws and bolts, whether or not with their nuts or washers: other: having shanks or threads with a diameter of 6 mm or more: other: other: other. The duty rate will be 8.5% ad valorem.
If imported separately from the screw, the applicable subheading for the nut (C2A3T1) will be 7318.16.0085, HTSUS, which provides for screws, bolts, nuts, coach screws, screw hooks, rivets, cotters, cotter pins, washers (including spring washers) and similar articles, of iron or steel: threaded articles: nuts: other: other. The duty rate will be free.
