RE: The tariff classification of a Keyboard and an Ergonomic Optical Mouse from China
Dear Ms. Crossley:
In your letter dated March 27, 2012, you requested a tariff classification ruling.
The merchandise under consideration is a standard full-size keyboard measuring approximately 17.5 inches in length by 5.5 inches in width x .75 inches in depth. The Querty keyboard features extra large keys made of 100% plastic, and does not have any special command keys. The keyboard is imported with a 56” USB cable that connects directly to the central processing unit (CPU) of any personal computer (PC). It can function only when connected to an operating PC and is powered from the wired USB cable.
The keyboard meets note 5 (c) to Chapter 84, Harmonized Tariff Schedule of the United States (HTSUS), as an Automatic Data Processing (ADP) unit.
The second item under consideration is a standard size two-button ergonomic optical mouse made of 100% plastic measuring approximately 4.5” in length by 2.5” in width by 1.5” in depth. It features a middle scroll wheel and utilizes optical sensor technology. The optical mouse is imported with a 56” USB cable that connects directly to the central processing unit (CPU) of any personal computer (PC). It can function only when connected to an operating PC and is powered from the wired USB cable.
When imported separately, the applicable subheading for the keyboard will be 8471.60.2000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for "Other input or output units, whether or not containing storage units in the same housing: Other: Keyboards." The rate of duty will be Free.
When imported separately, the applicable subheading for the ergonomic optical mouse will be 8471.60.9050, Harmonized Tariff Schedule of the United States (HTSUS), which provides for "Automatic data processing machines and units thereof…: Input or output units, whether or not containing storage units in the same housing: Other: Other: Other." The rate of duty will be Free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
