RE: The tariff classification of a hollow shaft from China

Dear Mr. Simard,

In your letter dated October 24, 2014, you requested a tariff classification ruling. The item under consideration has been identified as a Hollow Shaft. You state in your request that the Hollow Shafts are used to support all of the hardware components of a garage door lifting mechanism. They include springs, drums, cones and bearing plates. The Hollow Shafts are constructed of steel and specifically cut to length. They are made to meet the ANSI/DASMA 102-2004 Standards which are established by the Garage Door Association of Manufacturers. The applicable subheading for the Hollow Shaft will be 8412.90.9085, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Other engines and motors, and parts thereof: Parts: Other: Other: Other.” The general rate of duty will be Free. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
