RE: The tariff classification of “Temporary Jewelry Tattoos” from China.
Dear Mr. Bruning:
In your letter dated November 12, 2014 you requested a tariff classification ruling. Literature and photographs were provided with your letter.
The ruling was requested on an item described as “Temporary Jewelry Tattoos”. The items are temporary jewelry tattoos designed to be worn on the skin until washed away. The item is printed on paper with bronzing, silver foil, additional colors and glue. The tattoos are transferred to one’s body by wetting the tattoo thoroughly and pressing it against the skin.
The applicable subheading for the temporary tattoos will be 4908.90.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Transfers (decalcomanias): Other. The rate of duty will be Free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
