RE: The tariff classification of PVC foam panels from China
Dear Mr. Montero:
In your letter dated January 4, 2017 you requested a tariff classification ruling.
The products under consideration are “Celuka” polyvinyl chloride (PVC) foam panels. Based on the information provided, these rectangular boards measure 4’ X 8’ and are available in a variety of thicknesses. You indicate that the panels will be used to manufacture cabinet shelving as an alternative to particle board.
The applicable subheading for the PVC foam panels will be 3921.12.5000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Other plastics, sheets, film, foil and strip, of plastics: Cellular: Of polymers of vinyl chloride: Other. The rate of duty will be 6.5 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
