RE: The tariff classification of bicycle parts from Taiwan
Dear Ms. Batka:
In your letter dated August 16, 2005, you requested a tariff classification ruling. The merchandise is bicycle parts.
Item number 1 is a Bicycle Fork. This is the part of the bicycle that holds the front wheel. Each tube of the fork measures 28.6 mm in diameter. The entire length of the fork measures 615 mm.
Item number 2 is a Triple Crown Fork. Each tube of this fork measures 28.6 mm in diameter. The entire length of the fork measures 865 mm.
Item number 3 is a Bicycle Headset. This is a bearing assembly that connects the fork to the frame and enables the fork to turn for steering. It measures 1-1/8 inches in diameter.
Item number 4 is a Bicycle Headset Stem, which connects the handlebars to the steering part of the fork. It measures 1-1/8 inches in diameter and 115 mm in length.
Item number 5 is a Bicycle Triangle, which consists of three aluminum tubes welded into a triangle. The triangle forms part of a bicycle frame.
The applicable subheading for the Bicycle Fork, Triple Crown Fork and Bicycle Triangle will be 8714.91.9000, Harmonized Tariff Schedule of the United States (HTS), which provides for parts and accessories of vehicles of headings 8711 to 8713, other, frames and forks, and parts thereof, other. The rate of duty will be free.
The applicable subheading for the Bicycle Headset will be 8714.99.8000, Harmonized Tariff Schedule of the United States (HTS), which provides for parts and accessories of vehicles of headings 8711 to 8713, other, other, other. The rate of duty will be 10 percent ad valorem.
Your inquiry does not provide enough information for us to give a classification ruling on the Bicycle Headset Stem. Your request for a classification ruling should include a breakdown of component materials by weight and the value of the item. When this information is available, you may wish to consider resubmission of your request. We are returning any related documentation, exhibits, etc. If you decide to resubmit your request, please include all of the material that we have returned to you.
This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
