RE: The tariff classification of engine ignition components.
Dear Mr. Ledbetter:
In your letter dated August 8, 2006 you requested a tariff classification ruling.
One item is a DC Starter Generator (Goodrich P/N 23048-Series). The series is designed to provide torque for engine starting and to generate 30 volts DC electrical power.
The applicable subheading for the Starter Generator will be 8511.40.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Electrical ignition or starting equipment of a kind used for spark-ignition or compression-ignition internal combustion engines (for example, ignition magnetos, magneto-dynamos, ignition coils, spark plugs and glow plugs, starter motors); generators (for example, dynamos, alternators) and cut outs of a kind used in conjunction with such engines; parts thereof: Starter motors and dual purpose starter-generators.. The duty rate will be 2.5 percent.

Your inquiry does not provide enough information for us to give a classification ruling on the Masking Fixture (Goodrich P/N 31130-8000). Your request for a classification ruling should include an explanation of the condition of the good as imported. Are the “multiple parts” assembled or packaged separately?
When this information is available, you may wish to consider resubmission of your request. We are returning any related samples, exhibits, etc. If you decide to resubmit your request, please include all of the material that we have returned to you.
This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
