RE: The tariff classification of Accelerator DM, Accelerator M, Accelerator CZ, and Accelerator TMTD from China.
Dear Petrie:
In your letter dated October 23, 1996, you requested a tariff classification ruling for the above products which you have stated are used as accelerators in the processing of rubber.
The applicable subheading for Accelerator DM (Chemical Name - 2,2'-Dithio-Dibenzothiazole) CAS 120-78-5, will be 2934.20.1000, Harmonized Tariff Schedule of the United States (HTS), which provides for other heterocyclic compounds: compounds containing a benzothiazole ring-system (whether or not hydrogenated), not further fused. The rate of duty will be 13.3 percent ad valorem.
The applicable subheading for Accelerator M (Chemical Name - 2-Mercaptobenzo-thiazole) CAS 149-30-4, will be 2934.20.1500, Harmonized Tariff Schedule of the United States (HTS), which provides for other heterocyclic compounds: compounds containing a benzothiazole ring-system (whether or not hydrogenated), not further fused. The rate of duty will be 3.3 cents per kilogram plus 14.3 percent ad valorem.
The applicable subheading for Accelerator CZ (Chemical Name - N-Cyclohexyl Benzo-thiazole-2-Sulfenamide) CAS 95-33-0, will be 2934.20.8000, Harmonized Tariff Schedule of the United States (HTS), which provides for other heterocyclic compounds: compounds containing a benzothiazole ring-system (whether or not hydrogenated), not further fused: other. The rate of duty will be 3 cents per kilogram plus 14.3 percent ad valorem.
The applicable subheading for Accelerator TMTD (Chemical Name - Tetramethylthiuram Disulfide) CAS 137-26-8, will be 2930.30.6000, Harmonized Tariff Schedule of the United States (HTS), which provides for organo-sulfur compounds: other. Pursuant to General Note 13 to the Harmonized Tariff Schedule, this product is free of duty.
This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
