This classification decision under the Harmonized Tariff Schedule of the United States (HTS) is being issued in accordance with the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).

DESCRIPTION OF MERCHANDISE : The article is identified as a "T-Power Bag", a children's sports equipment product. The article is used as a tool for teaching karate. The outside shell is constructed of vinyl with a target in the center, while the inside is made of foam.

RATE OF DUTY : 4.3 percent ad valorem
