RE: The tariff classification of tote bags and handbags from China.
Dear Ms. Segro:
In your letter dated November 5th, 1999, you requested a classification ruling.
The samples submitted with your request are handbags and tote bags.
Style #671300556, "Hobo Sling", is a handbag with an exterior surface of 100% ultra suede. It measures approximately 9 1/2" by 8 1/2" by a 2 1/4" gusset. The interior of the bag is lined and consists of a single compartment with no additional features. The top opening of the bag is secured by a front flap with a self-tie closure.
Style #651305651, "fuji bag", is a handbag that measures approximately 13 1/2" in height by 11 1/4" in width. Approximately 85% of the front exterior is of cotton. The rear exterior is of nylon mesh. The cotton imparts the essential character. The interior of the bag is lined and contains two pockets secured by front flaps with hook and loop closures. The top oening is secured by a zippered closure. Two adjustable, permanently attached shoulder straps enable the user to wear the item as a backpack.
Style #681300523, "Astanga Bag", is a handbag manufactured of 100% crocheted cotton. The bag measures approximately 11 7/8" in height by 8 1/2" in width. The interior is unlined and consists of a single compartment with no additional features. The top opening is secured by a front flap with three beaded hook closures. A shoulder strap is permanently attached to the bag.
Style #681300528, "cabanna bag", is a double handle tote bag with an exterior surface of 100% cotton that measures approximately 11" in height by 14" in width by a 3 1/4" gusset. The interior of the bag is lined and secured by a self-tab with a hook and loop closure.
Style #681300526, "seran bag", is a double handle tote bag with an exterior surface of 100% cotton that measures approximately 17" in width by 10 3/4" in height by 4 5/8" bottom gusset. The interior of the bag is lined and secured by a center snap closure.
Your inquiry does not provide enough information to issue a classification ruling for style #681300557. The sample submitted is not made of straw as stated. In order to issue a ruling for this style, please identify all the materials comprising the "straw" and describe how they were assembled together.
