RE: The tariff classification of automotive parts for the Isuzu Rodeo SUV from Japan
Dear Mr. Woehr:
In your letter dated April 4, 2002 you requested a tariff classification ruling.
You submitted samples as well as technical drawings of automotive parts that will be used in the production of the Isuzu Rodeo SUV.
Cover for Engine Mounting – this item is made of steel. It covers the rubber and steel engine mounting. Its purpose is to protect the mounting from heat and any debris or adverse conditions.
Washer for Prop Shaft – this item is made of steel and is used in the installation of the prop shaft.
Seal for Windshield – this is a rubber seal for a windshield. It is made of cellular EPDM synthetic rubber. The seal is in the form of a profile shape, with a uniform cross section throughout its length. One side is covered with adhesive and protected with a peel-off paper strip.
Nut Assembly for Upper Link – these are two steel nuts attached to give extra strength to the Link Assembly.
Engine Hood Release – this releases the engine hood from the latch.
The applicable subheading for the Seal for Windshield will be 4008.19.6000, Harmonized Tariff Schedule of the United States (HTS), which provides for Plates, sheets, strip, rods, and profile shapes, of vulcanized rubber other than hard rubber: Of cellular rubber: Other: Profile shapes. The rate of duty will be 3.3% ad valorem.
The applicable subheading for the Cover for Engine Mounting, Nut Assembly for Upper Link, and Engine Hood Release will be 8302.30.3060, Harmonized Tariff Schedule of the United States (HTS), which provides forBase metal mountings, fittings and similar articles suitable for furniture, doors, staircases, windows, blinds, coachwork, saddlery, trunks, chests, caskets or the like; base metal hat racks, hat-pegs, brackets and similar fixtures; castors with mountings of base metal; automatic door closers of base metal; and base metal parts thereof: Other mountings, fittings and similar articles suitable for motor vehicles; and parts thereof: Of iron or steel, of aluminum or zinc…Other. The rate of duty will be 2% ad valorem.
The applicable subheading for the Washer for Prop Shaft will be 8708.99.8080, Harmonized Tariff Schedule of the United States (HTS), which provides for Parts and accessories of the motor vehicles of headings 8701 to 8705: Other parts and accessories: Other: Other: Other: Other…Other. The rate of duty will be 2.5% ad valorem.
This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
