RE: The tariff classification of desktop organizers from China.
Dear Mr. Kane:
In your letter dated February 10, 2006, you requested a tariff classification ruling.
You have submitted illustrations depicting two multi-compartment desktop organizers, each measuring approximately 12 inches long by 4 ΒΌ inches wide by 4 inches high. Each organizer is designed with four open-top compartments to hold writing instruments, paper and other office supplies. There are two slots with clear plastic protectors for photographs to be displayed on the front face of the organizer. The base structure of the organizer is paperboard. One organizer is covered in imitation suede fabric made of cotton and nylon. The other organizer is covered with textured polyurethane.
The applicable subheading for the organizer covered with imitation suede fabric will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up textile articles, other. The rate of duty will be 7% ad valorem.

Your inquiry does not provide enough information for us to give a classification ruling on the organizer covered with textured polyurethane. Your request for a classification ruling should include a sample swatch of the material. If the polyurethane is backed with textile fabric, then indicate whether the polyurethane is cellular or compact. When this information is available, you may wish to consider resubmission of your request. If you decide to resubmit your request, please include all of the material that we have returned to you.
This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
