Chapters 1 and 10 of that Act, referred to in par. (10)(A)(vii), probably means chapters 1 and 10 of part I of the Foreign Assistance Act of 1961, which are classified generally to parts I (§ 2151 et seq.) and X (§ 2293 et seq.), respectively, of subchapter I of chapter 32 of this title.
