The Foreign Assistance Act of 1961, referred to in subsec. (a)(1), is Pub. L. 87–195, Sept. 4, 1961, 75 Stat. 424. I, title VII, § 7034(k)(1), Dec. 23, 2011, 125 Stat. 1216.
