The Surface Mining Control and Reclamation Act of 1977, referred to in subsec. (b)(1), is Pub. L. 95–87, Aug. 3, 1977, 91 Stat. 445, which is classified principally to this chapter. Section was enacted as part of the Infrastructure Investment and Jobs Act, and not as part of the Surface Mining Control and Reclamation Act of 1977 which comprises this chapter.

2022—Subsec. (c). Pub. L. 117–328 designated existing provisions as par. (1), inserted heading, substituted “Except as provided in paragraph (2), grants under” for “Grants under”, and added par. (2).
