L. 115–182, which directed substitution of “Secretary, or as otherwise authorized by law, for the provision of health-care services (including hospital, outpatient clinic, nursing home,” for “Secretary for the provision of health-care services (including hospital, nursing home,” in section 8101(3), without specifying the Code title to be amended, was executed by making the substitution in par.
