A member of the Council who is an officer or employee of the United States Government shall serve without additional compensation. Pub. L. 112–74, div. F, title II, § 215, Dec. 23, 2011, 125 Stat. 1085, provided that: “Notwithstanding any other provisions of law, discretionary funds made available in this Act [div. F of Pub.
