On 10/15/2019, following a self-initiated scope inquiry, Commerce issued a final scope determination that aluminum jalousie shutters exported from the Dominican Republic and processed from aluminum extrusions produced in China are within the scope of the antidumping and countervailing duty orders on aluminum extrusions from China (A-570-967) and (C-570-968).

Because the imported product originates in China and does not undergo substantial transformation in the Dominican Republic, Commerce found this product to be within the scope of the order.

CBP should suspend liquidation of entries of aluminum jalousie shutters from the Dominican Republic processed from aluminum extrusions produced in China, subject to the antidumping duty order on aluminum extrusions from China effective 05/06/2019, which is the date of initiation of the scope inquiry.

Case numbers A-247-901 and C-247-902 have been set up to accommodate such entries.
