PRELIMINARY DETERMINATION RULING THAT IMPORTS OF CERTAIN CUT-TO-
LENGTH CARBON PLATE PRODUCTS, KNOWN AS GRADER BLADE AND DRAFT KEY
STEEL, FALLING WITHIN THE PHYSICAL DIMENSIONS OUTLINED IN THE
SCOPE OF THE ANTIDUMPING DUTY ORDER ON CUT-TO-LENGTH CARBON STEEL
PLATE FROM CANADA (A-122-823), AND CONTAINING A MINIMUM OF BOTH
0.0008 PERCENT BORON BY WEIGHT AND 0.55 PERCENT CARBON BY WEIGHT,
AND PRODUCED BY CO-STEEL LASCO, INC. AND GERDAU MRM
(A-122-823-007)
STEEL ARE CIRCUMVENTING THE ORDER.

THUS, FOR THESE TWO COMPANIES, THE SCOPE IS AMENDED TO
INCLUDE THE FOLLOWING HTS NUMBERS: 7225.40.30.50 AND
7226.91.50.00.

THEREFORE, FOR ALL IMPORTS OF HIGH CARBON (MINIMUM 0.55
PERCENT BY WEIGHT) CUT-TO-LENGTH CARBON STEEL PLATE WITH BORON
(MINIMUM 0.0008 PERCENT BY WEIGHT), FALLING WITHIN THE PHYSICAL
PARAMETERS OUTLINED IN THE SCOPE OF THIS ORDER, MANUFACTURED OR
EXPORTED BY CO-STEEL LASCO OR GERDAU MRM STEEL THE CUSTOMS
SERVICE SHALL SUSPEND LIQUIDATIONS OF ALL UNLIQUIDATED ENTRIES OF
SUCH MERCHANDISE ENTERED OR WITHDRAWN FROM WAREHOUSE, FOR
CONSUMPTION BETWEEN AND INCLUDING MAY 20, 1998 AND DECEMBER 31,
1999.
