AS A RESULT OF A NOTIFICATION FROM THE PETITIONERS,
BETHLEHEM STEEL CORPORATION, ISPAT INLAND STEEL, LTV STEEL
COMPANY, INC., U.S. STEEL GROUP, A UNIT OF USX CORPORATION, AND
NATIONAL STEEL CORPORATION, THAT THEY ARE NO LONGER INTERESTED IN
CARBON STEEL FLAT PRODUCTS MEETING THE FOLLOWING SPECIFICATIONS:
(1) CARBON STEEL COIL OR STRIP, MEASURING 1.93 MILLIMETERS OR
2.75 MILLIMETERS (0.076 INCHES OR 0.108 INCHES) IN THICKNESS,
87.3 MILLIMETERS OR 99 MILLIMETERS (3.437 INCHES OR 3.900 INCHES)
IN WIDTH, WITH A LOW CARBON STEEL BACK COMPRISED OF: CARBON
UNDER 8 PERCENT, MANGANESE UNDER 0.4 PERCENT, PHOSPHOROUS UNDER
0.04 PERCENT, AND SULFUR UNDER 0.05 PERCENT; CLAD WITH ALUMINUM
ALLOY COMPRISED OF: 0.7

PERCENT SILICON, 0.3 PERCENT ANTIMONY, 1 PERCENT MAXIMUM TOTAL
OTHER (INCLUDING IRON), AND REMAINDER ALUMINUM, SUBJECT TO THE
ANTIDUMPING DUTY ORDER ON CERTAIN CORROSION-RESISTANT CARBON
STEEL FLAT PRODUCTS FROM JAPAN, THE DEPARTMENT OF COMMERCE HAS
REVOKED THIS ANTIDUMPING DUTY ORDER IN PART WITH RESPECT TO THE
FOREGOING CARBON STEEL FLAT PRODUCTS, AND PUBLISHED THE
REVOCATION IN THE FEDERAL REGISTER ON 04/26/2001 (66 FR 20967).
2. THEREFORE, CUSTOMS IS DIRECTED TO TERMINATE THE SUSPENSION
OF LIQUIDATION FOR ALL SHIPMENTS OF THE FOREGOING CARBON STEEL
FLAT PRODUCTS ENTERED, OR WITHDRAWN FROM WAREHOUSE, FOR
CONSUMPTION ON OR AFTER 04/26/2001.
ALL ENTRIES OF THE FOREGOING CARBON STEEL FLAT PRODUCTS THAT
WERE SUSPENDED ON OR AFTER 08/01/1998 SHOULD BE LIQUIDATED
WITHOUT REGARD TO ANTIDUMPING DUTIES (I.E., RELEASE ALL BONDS
AND REFUND ALL CASH DEPOSITS).
3. THE ASSESSMENT OF ANTIDUMPING DUTIES BY THE CUSTOMS SERVICE
ON ENTRIES OF THIS MERCHANDISE IS SUBJECT TO THE PROVISIONS OF
SECTION 778 OF THE TARIFF ACT 1930.
SECTION 778 REQUIRES THAT CUSTOMS
PAY INTEREST ON OVERPAYMENTS
AND ASSESS INTEREST ON UNDERPAYMENTS OF THE REQUIRED AMOUNTS
DEPOSITED AS ESTIMATED ANTIDUMPING DUTIES. THE INTEREST
PROVISIONS ARE NOT APPLICABLE TO CASH OR BONDS POSTED AS
ESTIMATED ANTIDUMPING DUTIES BEFORE THE DATE OF PUBLICATION OF
THE ANTIDUMPING DUTY ORDER.
INTEREST SHALL BE
CALCULATED FROM THE DATE OF PAYMENT OF
ESTIMATED ANTIDUMPING DUTIES THROUGH THE DATE OF LIQUIDATION.
THE RATE AT WHICH SUCH INTEREST IS PAYABLE IS THE RATE IN EFFECT
UNDER SECTION 6621 OF
THE INTERNAL REVENUE CODE OF 1954 FOR
SUCH PERIOD.
