AVOIDANCE SYSTEM IS NOT WITHIN THE SCOPE OF THE ANTIDUMPING
DUTY ORDER ON ACTIVE-MATRIX LIQUID CRYSTAL HIGH INFORMATION
CONTENT FLAT PANEL DISPLAYS AND DISPLAY GLASS THEREFOR FROM
JAPAN.

THE PIXEL COUNT OF A FPD DETERMINES WHETHER A FPD IS "HIGH
INFORMATION CONTENT" (HIC)
OR
"LOW INFORMATION CONTENT"
(LIC). THE DEPARTMENT DETERMINED THAT THREE COLOR ELEMENTS
("SUBPIXELS") COMBINE TO CREATE A SINGLE COLOR PIXEL.
THE FPD
IMPORTED BY HONEYWELL FOR THE TRAFFIC ALERT AND COLLISION
AVOIDANCE SYSTEM CONTAINS ONLY 50,957 COLOR PIXELS, (COMPRISED
OF 152,871 SUBPIXELS).
THEREFORE, THIS FPD IS A "LIC" FPD,
AND IS NOT WITHIN THE SCOPE OF THE ORDER.
3.
EFFECTIVE IMMEDIATELY, TERMINATE SUSPENSION AND LIQUIDATE
ALL UNLIQUIDATED ENTRIES, REGARDLESS OF ENTRY DATE, OF THE ABOVE
LISTED PRODUCT.
4.
REFUND ANY CASH DEPOSITS AND RELEASE ANY
BONDS RELATING TO
THE ABOVE LISTED PRODUCT.
5.
IN
ACCORDANCE WITH PREVIOUS INSTRUCTIONS,
CONTINUE TO
SUSPEND LIQUIDATION OF ACTIVE-MATRIX LIQUID CRYSTAL HIGH
INFORMATION
CONTENT
FLAT
PANEL
DISPLAYS
AND
DISPLAY
