THE DEPARTMENT OF COMMERCE PUBLISHED IN THE FEDERAL REGISTER
ON JANUARY 27, 1993, THE NOTICE OF ITS FINAL DETERMINATIONS THAT
CERTAIN BENEFITS WHICH CONSTITUTE SUBSIDIES WITHIN THE MEANING OF
THE COUNTERVAILING DUTY LAW ARE BEING PROVIDED TO THE PRODUCERS,
MANUFACTURERS OR EXPORTERS OF CERTAIN HOT-ROLLED LEAD AND BISMUTH
CARBON STEEL PRODUCTS FROM BRAZIL, FRANCE, GERMANY, AND THE
UNITED KINGDOM.

THE PRODUCTS COVERED BY THESE INVESTIGATIONS ARE HOT-ROLLED
BARS AND RODS OF NONALLOY OR OTHER ALLOY STEEL, WHETHER OR NOT
DESCALED, CONTAINING BY WEIGHT 0.03 PERCENT OR MORE OF LEAD OR
0.05 PERCENT OR MORE OF BISMUTH, IN COILS OR CUT LENGTHS, AND IN
NUMEROUS SHAPES AND SIZES.
EXCLUDED FROM THE SCOPE OF THIS
INVESTIGATION ARE OTHER ALLOY STEELS (AS DEFINED BY THE
HARMONIZED TARIFF SCHEDULE OF THE UNITED STATES (HTSUS) CHAPTER
72, NOTE 1 (F)), EXCEPT STEELS CLASSIFIED AS OTHER ALLOY STEELS
BY REASON OF CONTAINING BY WEIGHT 0.4 PERCENT OR MORE OF LEAD, OR
0.1 PERCENT OR MORE OF BISMUTH, TELLURIUM, OR SELENIUM.
ALSO
EXCLUDED ARE SEMI-FINISHED STEELS AND FLAT-ROLLED PRODUCTS.
MOST
OF THE PRODUCTS COVERED IN THIS INVESTIGATION ARE PROVIDED FOR
UNDER SUBHEADINGS 7213.20.0000 AND 7214.30.0000 OF THE HTSUS.
SMALL QUANTITIES OF THESE PRODUCTS MAY ALSO ENTER THE UNITED
STATES UNDER THE FOLLOWING HTSUS SUBHEADINGS:

THE DEPARTMENT OF COMMERCE REQUESTED IN ITS EMAIL DATED
JANUARY 26, 1993, (CUSTOMS REFERENCE NUMBER CVD-3028112) THAT THE
SUSPENSION OF LIQUIDATION FOR COUNTERVAILING DUTY PURPOSES OF
CERTAIN HOT-ROLLED LEAD AND BISMUTH CARBON STEEL PRODUCTS FROM
BRAZIL, FRANCE, GERMANY AND THE UNITED KINGDOM BE TERMINATED AS
OF JANUARY 15, 1993.
SUSPENSION OF LIQUIDATION SHOULD NOT BE
RESUMED UNLESS AND UNTIL THE DEPARTMENT PUBLISHES A
COUNTERVAILING DUTY ORDER IN THESE CASES.
HOWEVER, AS STATED IN
THE ABOVE-MENTIONED EMAIL, FIELD OFFICERS SHALL CONTINUE TO
SUSPEND LIQUIDATION ON ALL ENTRIES
MADE DURING THE PERIOD
SEPTEMBER 17, 1992 THROUGH JANUARY 14, 1993 UNTIL THE CONCLUSION
OF THESE COUNTERVAILING DUTY INVESTIGATIONS.

THE FINAL EMAIL INSTRUCTIONS WITH RESPECT TO THESE
COUNTERVAILING DUTY INVESTIGATIONS WILL BE SENT IN MARCH 1993.
