IN KEEPING WITH ARTICLE 5, PARAGRAPH 3 OF THE AGREEMENT ON
INTERPRETATION AND APPLICATION OF ARTICLES VI, XVI, AND XXIII OF
THE GENERAL AGREEMENT ON TARIFFS AND TRADE (THE SUBSIDIES CODE),
THE DEPARTMENT IS TERMINATING THE SUSPENSIONS OF LIQUIDATION ON
CERTAIN STEEL PRODUCTS FROM VARIOUS COUNTRIES FROM APRIL 6, 1993,
WHICH WAS 120 DAYS AFTER THE DATE OF PUBLICATION OF THE
PRELIMINARY DETERMINATIONS.

ONE OF THE FOUR CLASSES OR KINDS OF PRODUCTS COVERED BY THESE
INVESTIGATIONS IS CERTAIN COLD-ROLLED CARBON STEEL FLAT PRODUCTS.
THESE PRODUCTS INCLUDE COLD-ROLLED (COLD-REDUCED) CARBON STEEL
FLAT PRODUCTS, OF RECTANGULAR SHAPE, NEITHER CLAD, PLATED NOR
COATED WITH METAL, WHETHER OR NOT PAINTED, VARNISHED OR COATED
WITH PLASTICS OR OTHER NONMETALLIC SUBSTANCES, IN COILS, AND OF A
WIDTH OF 0.5 INCH OR GREATER, OR IN STRAIGHT LENGTHS WHICH, IF OF
A THICKNESS LESS THAN 4.75 MILLIMETERS, ARE OF A WIDTH OF 0.5
INCH OR GREATER AND WHICH MEASURES AT LEAST 10 TIMES THE
THICKNESS OR IF OF A THICKNESS OF 4.75 MILLIMETERS OR MORE ARE OF

ANNEALED, HAS A CARBON CONTENT OF LESS THAN 0.002 PERCENT, IS OF
0.003 TO 0.012 INCH IN THICKNESS, 15 TO 30 INCHES IN WIDTH, AND
HAS AN ULTRA FLAT, ISOTROPIC SURFACE.
ALTHOUGH THE HTSUS SUBHEADINGS ARE PROVIDED FOR CONVENIENCE AND
CUSTOMS PURPOSES, OUR WRITTEN DESCRIPTION OF THE SCOPE OF THESE
PROCEEDINGS IS DISPOSITIVE.

FEILD OFFICERS SHALL TERMINATE THE SUSPENSIONS OF LIQUIDATION
FOR COUNTERVAILING DUTY PURPOSES ON ALL ENTRIES OF THE SUBJECT
MERCHANDISE MADE ON OR AFTER APRIL 6, 1993.
THE SUSPENSIONS OF
LIQUIDATION WILL NOT BE RESUMED UNLESS AND UNTIL THE DEPARTMENT
PUBLISHES COUNTERVAILING DUTY ORDERS IN THESE CASES.
FIELD
OFFICERS SHALL CONTINUE TO SUSPEND LIQUIDATION ON ALL ENTRIES OF
CONSUMPTION MADE DURING THE PERIOD DECEMBER 7, 1992 THROUGH APRIL
5, 1993 UNTIL THE CONCLUSION OF THESE COUNTERVAILING DUTY
INVESTIGATIONS.
4.
THE TERMINATIONS DO NOT AFFECT THE REQUIREMENTS OF A CASH
DEPOSIT OR BOND ON ENTRIES SUBJECT TO THE SUSPENSIONS OF
LIQUIDATION ANNOUNCED IN THE DEPARTMENT'S PRELIMINARY
DETERMINATIONS IN THE COMPANION ANTIDUMPING DUTY INVESTIGATIONS
OF CERTAIN STEEL PRODUCTS, WHICH WERE PUBLISHED ON FEBRUARY 4,
1993 FOR AUSTRIA, BELGIUM, FINLAND, FRANCE, GERMANY, ITALY,
NETHERLANDS, POLAND, ROMANIA, SPAIN, SWEDEN, AND THE UNITED
KINGDOM.
