1. On 04/11/2023, in response to a request by Asia Wheel Co., Ltd., Commerce issued a final scope determination that: 1) Asia Wheel Co., Ltd.'s trailer wheels manufactured in Thailand using discs from China and rims produced in Thailand from rectangular steel plates from China or a third country, and 2) Asia Wheel Co., Ltd.'s dual trailer wheels manufactured in Thailand using discs produced in Thailand from disc blanks from China and rims from China; which Asia Wheel Co., Ltd. exports from Thailand, are within the scope of the antidumping and countervailing duty orders on certain steel wheels 12 to 16.5 inches in diameter from the People's Republic of China (A-570-090/C-570-091). 2. Because imported steel wheel products produced by the manufacturing methods described in paragraph 1, above, are not found to be substantially transformed by further processing in Thailand, Commerce found these products to be within the scope of the orders. 3a. Continue to suspend liquidation of entries of certain steel wheels 12 to 16.5 inches in diameter from the People's Republic of China, including Asia Wheel Co., Ltd.'s trailer wheels produced and exported from Thailand by Asia Wheel Co., Ltd. described in paragraph 1 above, subject to the antidumping and countervailing duty orders on certain steel wheels 12 to 16.5 inches in diameter from the People's Republic of China effective 03/22/2021, which is the date of initiation of the scope inquiry. 3b. Case numbers A-549-090-001/C-549-091-001 have been created to accommodate entries of certain steel wheels 12 to 16.5 inches in diameter produced and exported from Thailand by Asia Wheel Co., Ltd. described in paragraph 1 above. 4.
