1. ON 05/11/1999, THE DEPARTMENT OF COMMERCE PUBLISHED IN THE
FEDERAL REGISTER ITS COUNTERVAILING DUTY ORDER AND AMENDED FINAL
DETERMINATION IN THE INVESTIGATION ON CERTAIN STAINLESS STEEL
PLATE (STAINLESS STEEL PLATE) IN COILS FROM SOUTH AFRICA 64 FR
25288. THIS IS AND AMENDMENT OF MESSAGE 9133114.

2. ON 02/26/2003, THE INTERNATIONAL TRADE COMMISSION (THE
COMMISSION) UPON REMAND REVERSED ITS ORIGINAL INJURY FINDINGS
WITH RESPECT TO COLD-ROLLED STAINLESS STEEL PLATE TO INCLUDE BOTH
HOT-ROLLED AND COLD-ROLLED STAINLESS STEEL PLATE IN COILS WITHIN
THE SCOPE OF THESE ORDERS (68 FR 8925). ON 04/24/2003, THE
DEPARTMENT OF COMMERCE PUBLISHED IN THE FEDERAL REGISTER (68 FR
20115) ITS NOTICE OF CORRECTION TO THE AMENDED COUNTERVAILING
DUTY ORDERS ON CERTAIN STAINLESS STEEL PLATE IN COILS FROM
BELGIUM, ITALY AND SOUTH AFRICA. EFFECTIVE IMMEDIATELY, THE
AMENDED SCOPE LANGUAGE FOR CERTAIN STAINLESS STEEL PLATE IN COILS
WILL READ AS FOLLOWS:

3. THE PRODUCT COVERED BY THESE ORDERS IS CERTAIN STAINLESS STEEL
PLATE IN COILS. STAINLESS STEEL IS AN ALLOY STEEL CONTAINING, BY
WEIGHT, 1.2 PERCENT OR LESS OF CARBON AND 10.5 PERCENT OR MORE OF
CHROMIUM, WITH OR WITHOUT OTHER ELEMENTS. THE SUBJECT PLATE
PRODUCTS ARE FLAT-ROLLED PRODUCTS, 254 MM OR OVER IN WIDTH AND
4.75 MM OR MORE IN THICKNESS, IN COILS, AND ANNEALED OR OTHERWISE
HEAT TREATED AND PICKLED OR OTHERWISE DESCALED. THE SUBJECT
PLATE MAY ALSO BE FURTHER PROCESSED (E.G., COLD-ROLLED, POLISHED,
ETC.) PROVIDED THAT IT MAINTAINS THE SPECIFIED DIMENSIONS OF
PLATE FOLLOWING SUCH PROCESSING. EXCLUDED FROM THE SCOPE OF THIS
PETITION ARE THE FOLLOWING: (1) PLATE NOT IN COILS, (2) PLATE
THAT IS NOT ANNEALED OR OTHERWISE HEAT TREATED AND PICKLED OR
OTHERWISE DESCALED, (3) SHEET AND STRIP, AND (4) FLAT BARS.

THE MERCHANDISE SUBJECT TO THIS REVIEW IS CURRENTLY CLASSIFIABLE
IN THE HARMONIZED TARIFF SCHEDULE OF THE UNITED STATES (HTS) AT
SUBHEADINGS: 7219.11.0030, 7219.11.0060, 7219.12.0006,
7219.12.0021, 7219.12.0026, 7219.12.0051, 7219.12.0056,
7219.12.0066, 7219.12.0071, 7219.12.0081, 7219.31.0010,

SUBHEADINGS ARE PROVIDED FOR CONVENIENCE AND U.S. BUREAU OF
CUSTOMS AND BORDER PROTECTION ("BCBP") PURPOSES, THE WRITTEN
DESCRIPTION OF THE MERCHANDISE SUBJECT TO THIS ORDER IS
DISPOSITIVE.

4. FURTHERMORE, THE U.S. BUREAU OF CUSTOMS AND BORDER PROTECTION
SHALL REQUIRE A CASH DEPOSIT ON ALL ENTRIES OF COLD-ROLLED
STAINLESS STEEL PLATE IN COILS, AS WELL AS OTHER STAINLESS STEEL
PLATE IN COILS SUBJECT TO THIS ORDER. FOR IMPORTS OF CERTAIN
STAINLESS STEEL PLATE IN COILS FROM SOUTH AFRICA, THE U.S. BUREAU
OF CUSTOMS AND BORDER PROTECTION SHALL SUSPEND LIQUIDATION OF
SUCH SHIPMENTS ENTERED OR WITHDRAWN FROM WAREHOUSE, FOR
CONSUMPTION ON OR AFTER 03/11/2003. EFFECTIVE 03/11/2003 U.S.
BUREAU OF CUSTOMS AND BORDER PROTECTION SHALL REQUIRE A CASH
DEPOSIT EQUAL TO THE RATES SHOWN BELOW:

COLUMBUS STAINLESS 3.95 PERCENT
ALL OTHERS 3.95 PERCENT
