On 06/29/2023, Commerce initiated a circumvention inquiry to determine whether imports of R-410B from Turkey that is completed in Turkey using Chinese-origin R-32 and R-125 and subsequently exported to and further processed in the United States into an in-scope blend, R-410A, are covered by the scope of the antidumping duty order on hydrofluorocarbon blends from the People's Republic of China (A-570-028).

Continue to suspend liquidation of entries of imports of R-410B from Turkey that are completed in Turkey using Chinese-origin R-32 and R-125 and subsequently exported to and further processed in the United States into an in-scope blend, R-410A, that are already subject to the suspension of liquidation under the antidumping duty order on hydrofluorocarbon blends from the People's Republic of China at the cash deposit rate(s) in effect on the date of entry.
Such entries should not be liquidated until specific liquidation instructions are issued.

In accordance with 19 CFR 351.226(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures.
