1. On 08/23/2013, the U.S. Court of International Trade issued a temporary restraining order (TRO) and a preliminary injunction enjoining liquidation of certain entries which are subject to the antidumping duty order on certain frozen warmwater shrimp from India (A-533-840) for the period 02/01/2011 through 01/31/2012. The TRO is addressed separately, see message number 3238303, dated 8/26/2013.

2. This injunction was issued in connection with court case number 13-00283 and enjoins liquidation of the entries described in paragraph 3 below.

3. Accordingly, until further notice, do not liquidate entries of subject merchandise which are subject to the final results of antidumping duty administrative review (78 FR 42492, July 16, 2013), produced and/or exported by the firms listed below, and entered or withdrawn from warehouse, for consumption, during the period 02/01/2011 through 01/31/2012, inclusive. Any entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued:

4. The injunction applies to the liquidation instructions in message numbers 3218302 and 3227305, dated 08/06/2013 and 08/15/2013, respectively.

5. The TRO implemented in message number 3238303 is dissolved effective as of 5:00 pm on 8/30/2013.

6. Effective immediately, CBP is instructed to prevent liquidation of any entries subject to the above.

7. Pursuant to the terms of the injunction, no liquidation of the entries covered by the injunction may be made for entries which remain unliquidated as of 5:00 P.M. on the fifth business day after the day on which the Court entered the injunction order on the docket in this case. The TRO prevented liquidation of the entries covered by the TRO which remained unliquidated as of 5:00 pm on 8/23/2013 through 8/30/2013.
