1. THE DEPARTMENT OF COMMERCE PUBLISHED IN THE FEDERAL REGISTER
ON OCTOBER 5, 1992, ITS INITIATION OF ANTIDUMPING DUTY
INVESTIGATIONS OF CERTAIN HELICAL SPRING LOCK WASHERS FROM THE
PRC AND TAIWAN.

2. THE MERCHANDISE SUBJECT TO THESE INVESTIGATIONS IS CIRCULAR
WASHERS OF CARBON STEEL (INCLUDING CARBON ALLOY STEEL), OR OF
STAINLESS STEEL, HEAT-TREATED OR NON-HEAT-TREATED, PLATED OR
NON-PLATED, WITH ENDS THAT ARE OFF-LINE. SPRING LOCK WASHERS ARE
DESIGNED TO: 1) FUNCTION AS A SPRING TO COMPENSATE FOR DEVELOPED
LOOSENESS BETWEEN THE COMPONENT PARTS OF A FASTENED ASSEMBLY; 2)
DISTRIBUTE THE LOAD OVER A LARGER AREA FOR SCREWS OR BOLTS; AND
3) PROVIDE A HARDENED BEARING SRUFACE. THE SCOPE DOES NOT
INCLUDE INTERNAL OR EXTERNAL TOOTH WASHERS, NOT DOES IT INCLUDE
SPRING LOCK WASHERS MADE OF OTHER METALS, SUCH AS COPPER. SPRING
LOCK WASHERS CONSTITUTE ONE CLASS OR KIND OF MERCHANDISE. THE
SPRING LOCK WASHERS SUBJECT TO THESE INVESTIGATIONS ARE
CLASSIFIABLE UNDER SUBHEADING 7318.21.0000 OF THE HARMONIZED
TARIFF SCHEDULE OF THE UNITED STATES (HTS). ALTHOUGH THE HTS
SUBHEADINGS ARE PROVIDED FOR CONVENIENCE AND CUSTOMS PURPOSES,
OUR WRITTEN DESCRIPTION OF THE SCOPE OF THESE PROCEEDINGS IS
DISPOSITIVE.

3. FOR FURTHER REPORTING PURPOSES, THESE CASES HAVE BEEN
ASSIGNED INVESTIGATION NUMBERS A-570-822 (PRC) AND A-583-820
(TAIWAN).


4. LIQUIDATION OF ENTRIES IS NOT TO BE SUSPENDED WITHOUT
SPECIFIC INSTRUCTIONS.
