1. On 11/13/2013 the U.S. Court of International Trade issued both a Temporary Restraining Order (TRO) and a preliminary injunction enjoining liquidation of certain entries of certain frozen warmwater shrimp from the PRC (A-570-893) for the period 02/01/2011 through 01/31/2012.

2. The TRO and preliminary injunction were issued in connection with court case number 13-00358 and enjoin liquidation of the entries described in paragraph 3 below.

3. Accordingly, until further notice, do not liquidate entries of subject merchandise which were exported by Hilltop International or its affiliates, Yelin Enterprise Co., Ltd., Ocean Beauty Corporation, and Ever Hope International Co., Ltd., case number A-570-893-058 (as indicated on the commercial invoice or Customs documentation), and which were entered, or withdrawn from warehouse, for consumption during the period 02/01/2011 through 01/31/2012. Any entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued.

4. The injunction applies to the liquidation instructions in message number 3273309, dated 09/30/2013. Message 3273309 instructs CBP to liquidate entries of merchandise exported by the PRC wide entity. During the period 02/01/2001 through 01/31/2012, Hilltop and its listed affiliates were part of the PRC-wide entity. The injunction is only for Hilltop and its listed affiliates. However, during the review period, entries of merchandise exported by Hilltop may have entered under case number A-570-893-058.

5. Effective immediately, CBP is instructed to prevent liquidation of any entries subject to the above.

6. Commerce's APO Docket Center was served with the above-referenced TRO and injunction on 11/13/2013. Pursuant to the terms of the injunction, no liquidation of the entries covered by the injunction may be made for entries which remain unliquidated as of the business day after entry of the order. Pursuant to the terms of the TRO, no liquidation of the entries covered by the temporary restraining order may be made for entries which remain unliquidated as of the date of docketing of the TRO, i.e. effective immediately, and until the business day after entry of this order.
