1. On 10/03/2014, the U.S. Court of International Trade issued a modified preliminary injunction (PI) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on multilayered wood flooring from China (A-570-970) for the period 05/26/2011 through 11/30/2012. This PI was issued in connection with court number 14-00135.

2. This PI enjoins liquidation of entries which were entered, or withdrawn from warehouse, for consumption on or after May 26, 2011 through November 30, 2012 (but excluding November 22, 2011 through December 6, 2011); were the subject of the administrative proceeding published as Multilayered Wood Flooring From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2011-2012, 79 Fed. Reg. 26,712 (Dep't Commerce May 9, 2014), as amended Multilayered Wood Flooring From the People's Republic of China: Amended Final Results of Antidumping Duty Administrative Review; 2011-2012, 79 Fed. Reg. 35,314 (Dep't Commerce June 20, 2014); and were exported from the People's Republic of China to the United States by Dalian Kemian Wood Industry Co., Ltd.; Dongtai Fuan Universal Dynamics, LLC.; GTP International, Limited; Guangzhou Panyu Kangda Board Co., Ltd.; Guangzhou Panyu Southern Star Co., Ltd.; Jiangsu Senmao Bamboo and Wood Industry Co., Ltd.; Jiangsu Simba Flooring Co., Ltd.; Jiashan Huijiale Decoration Material Co., Ltd.; Kemian Wood Industry (Kunshan) Co., Ltd.; Puli Trading Limited; Shenzhenshi Huanwei Woods Co., Ltd.; Suzhou Dongda Wood Co., Ltd.; and Zhejiang Fudeli Timber Industry Co., Ltd.

3. Effective 10/02/2014 (the date the Court issued the modified PI), no liquidation may be made for entries referred to in paragraph 2 until the final decision in this litigation, including all appeals and remand proceedings. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued.

4. Effective immediately, CBP is instructed to follow the terms of the PI.

5. The PI applies to liquidation instructions in message number 4196324, dated 07/15/2014 and modifies message number 4218301, dated 08/06/2014.
