- Effective Date: Oct 15, 2014
1.
On 10/15/2014, in response to a request by Delphi Automotive Systems, LLC (Delphi), Commerce issued a final scope determination that Delphi's certain aluminum heater core inlet and outlet tubes (core tubes) which Delphi imports are within the scope of the countervailing duty order on aluminum extrusions from the People's Republic of China (PRC) (C-570-968).
2.
At issue in the scope ruling were four models of core tubes that are distinguished only by their length and profile and are imported for use in automotive HVAC systems for specific brands of vehicles.
All four models are comprised of extruded hollow, tubular aluminum articles that are bent and end-formed based on customer designs.
Because the products are fabricated tubes comprised solely of extruded aluminum with a series designation commencing with the number 3, we found the products to be within the scope of the Order.
3.
Continue to suspend liquidation of entries of aluminum extrusions from the PRC, including core tubes imported by Delphi described above, subject to the countervailing duty order on aluminum extrusions from the PRC.
