On 10/28/2024, Commerce initiated a scope inquiry on whether certain models of steel wheels imported by Keystone Automotive Industries Inc. that fall within the dimensions of the scope language, but which are designed for use on passenger vehicles and light trucks, are covered by the scope of the antidumping and countervailing duty orders on certain steel wheels 12 to 16.5 inches in diameter from the People's Republic of China (A-570-090; C-570-091).

Continue to suspend liquidation of entries of certain models of steel wheels imported by Keystone Automotive Industries Inc. that fall within the dimensions of the scope language, but which are designed for use on passenger vehicles and light trucks, that are already subject to the suspension of liquidation under the antidumping and countervailing duty orders on certain steel wheels 12 to 16.5 inches in diameter from the People's Republic of China at the cash deposit rate(s) in effect on the date of entry.
Such entries should not be liquidated until specific liquidation instructions are issued.

In accordance with 19 CFR 351.225(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures.
