1. THE DEPARTMENT OF COMMERCE DID NOT CONDUCT AN ADMINISTRATIVE
REVIEW OF THE COUNTERVAILING DUTY ORDER ON FERROSILICON FROM
VENEZUELA (C-307-808) FOR THE PERIOD AUGUST 25, 1992 THROUGH
DECEMBER 31, 1993.

2. THE MERCHANDISE COVERED BY THESE INSTRUCTIONS IS SHIPMENTS
FROM VENEZUELA OF FERROSILICON, A FERROALLOY GENERALLY
CONTAINING, BY WEIGHT, NOT LESS THAN FOUR PERCENT IRON, MORE
THAN EIGHT PERCENT BUT NOT MORE THAN 96 PERCENT SILICON, NOT
MORE THAN 10 PERCENT CHROMIUM, NOT MORE THAN 30 PERCENT
MANGANESE, NOT MORE THAN THREE PERCENT PHOSPHOROUS, LESS THAN
2.75 PERCENT MAGNESIUM, AND NOT MORE THAN 10 PERCENT CALCIUM
OR ANY OTHER ELEMENT. SUCH MERCHANDISE IS CLASSIFIABLE UNDER
THE FOLLOWING ITEM NUMBERS OF THE HARMONIZED TARIFF SCHEDULE:
7202.21.1000, 7202.21.5000, 7202.21.7500, 7202.21.9000,
7202.29.0010, AND 7202.29.0050.

3. THEREFORE, IN ACCORDANCE WITH SECTION 355.22(G) OF THE
COMMERCE REGULATIONS, YOU ARE TO ASSESS COUNTERVAILING DUTIES
AT RATES EQUAL TO THE CASH DEPOSIT OF ESTIMATED
COUNTERVAILING DUTIES REQUIRED AT THE TIME OF ENTRY ON THE
SPECIFIED SUBJECT MERCHANDISE ENTERED, OR WITHDRAWN FROM
WAREHOUSE FOR CONSUMPTION ON OR AFTER AUGUST 25, 1992, WHICH
WAS EXPORTED ON OR BEFORE DECEMBER 31, 1993.




4. THE RATES OF ESTIMATED COUNTERVAILING DUTIES WHICH WERE

CONSUMPTION, ON OR AFTER AUGUST 25, 1992 AND ON OR BEFORE
DECEMBER 22, 1992, AND ON OR AFTER MAY 10, 1993 WHICH WAS
EXPORTED ON OR BEFORE DECEMBER 31, 1993, IS LIFTED.
SHIPMENTS OF THE MERCHANDISE LISTED ABOVE ENTERED, OR
WITHDRAWN FROM WAREHOUSE FOR CONSUMPTION, ON OR AFTER
DECEMBER 23, 1992 AND ON OR BEFORE MAY 9, 1993 WERE NOT
SUSPENDED. THE SUSPENSION OF LIQUIDATION FOR ALL SHIPMENTS OF
THE MERCHANDISE LISTED ABOVE EXPORTED AFTER DECEMBER 31, 1993
WILL CONTINUE.

6. THE PROVISIONS OF SECTION 778 OF THE TARIFF ACT REQUIRE THAT
INTEREST BE PAID ON OVERPAYMENTS OR UNDERPAYMENTS OF AMOUNTS
DEPOSITED AS COUNTERVAILING DUTIES. SUCH INTEREST IS PAYABLE
AT THE RATE IN EFFECT UNDER SECTION 6621 OF THE INTERNAL
REVENUE CODE OF 1954 FOR SUCH PERIOD. THE INTEREST SHALL BE
CALCULATED AT THAT RATE FROM THE DATE OF PAYMENT OF ESTIMATED
DUTIES THROUGH THE DATE OF LIQUIDATION. HOWEVER, ENTRIES
BETWEEN THE DATES OF THE PRELIMINARY DETERMINATION AND
PUBLICATION OF THE COUNTERVAILING DUTY ORDER ARE NOT SUBJECT
TO THE INTEREST PROVISIONS OF SECTION 778. THEREFORE, NO
INTEREST SHOULD BE COLLECTED OR PAID ON ENTRIES OR
WITHDRAWALS MADE ON OR AFTER AUGUST 25, 1992 AND BEFORE MAY
10, 1993.
