On 01/27/2025, the U.S. Court of International Trade issued a statutory injunction (SI) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on PC strand from Mexico (A-201-831) on or after 07/31/2023.
This SI was issued in connection with court number 24-00212.

This SI enjoins liquidation of entries of high carbon steel wire from Mexico determined to be circumventing the antidumping duty order on prestressed concrete steel wire strand from Mexico that were (1) produced by Deacero S.A.P.I. de C.V.; (2) the subject of the United States Department of Commerce's final determination in Prestressed Concrete Steel Wire Strand From Mexico: Final Affirmative Determination of Circumvention of the Antidumping Duty Order, 89 Fed. Reg. 79,252 (Sept. 27, 2024); (3) entered, or withdrawn from warehouse, for consumption, on or after July 31, 2023.

Effective 01/27/2025 (the date the Court issued the SI), no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of 01/27/2025.
Any such entries that are set for liquidation must be unset immediately.
Continue to suspend liquidation of these entries until liquidation instructions are issued.

Effective immediately, CBP is instructed to follow the terms of the SI.

The SI applies to the liquidation instructions in message number 4344408, dated 12/09/2024.
